Just run "Game(Eng ver).bat"
Note that the tool only works on Windows 64 bit platforms
If somehow it is not working, you can install the tool again by seeing "How to use".txt in AdventCirno MTL Tool\public folder.

Hm, I wouldn't be of downloading it cause my anti virus software picked up a virus in one of the files.
So it's best to search another english transition.

theirs so many free vpns bro, just use one to go to most other countries and easily load the site
I tried it once and it didn't even work with VPN. Maybe the VPN I tried wasn't good though.
