I can confirm with almost 100% certainty that there is no 19th and 20th characters to have sex with. Under img > pictures, there's a complete list of png_ files that contain the sex scenes through the game, and they only count up to 18. Using Petschkos Descrypter, which is just a website, you can easily view all of them (under No-Key).
I don't know what the original point of the ticket was going to be, the flame knife is used in the elf forest, but it's almost definitely not used for anything now. Considering you can get potions and weapons through the game though, I think it's fair to assume a lot got left on the cutting room floor.
