After you defeat the 2nd thug and speak to the manager he gives you the changing room key
He gave me the evening room staff room key. I spoke to him every encounter with the thugs. I spoke to him after and prior to the first thug on being beaten. I went and spoke to him before and after I beat each 1 through 3 thugs. He only gave the staff room key for the evenings.
This is my second attempt at it. New game plus. I have 5 scenes left, Peeping easily done after training her in the evening and watching her in the changing room, through to the Sakura ending. Last 5, ending is easy she is level 5, and so is everybody else. 4 scenes that require that bugged key.
Does anybody play and test their game. I'm not doing it again. It isn't worth it. Twice now, first was bugged. No key for evening entry, now no changing room key. Why did you need two different keys? Ridiculously. Forget it. It's bugged. Use a key chain or key card next time or better make sure you can pick the lock.

I know why it bugged as well, in both games I let the second thug beat me to get the fallen warrior scene. Of course you cannot speak to him properly on this. The next times I did. The first attempt, playthrough I let each thug beat me on first encounter. Because it was funny. I spoke prior and then later every time.
