Sam has been part of the story from the beginning and actually cares about Liz (and the MC in lover's path). A possible ending where Liz is too far gone with her corruption that the MC leaves her for Sam isn't too far fetched. Sure, it's not an NTR purist's ideal ending, but this game isn't a traditional NTR game. And romancing the MC/LI's best friend has been done before in other games.
Yeah, it's been done before in plenty of games. Usually, when the dev hits a creative wall and needs to buy time, he shifts focus to a side character. No need to include that here. Sam feels like a poor substitute for Liz: at the start, she's way sluttier than Liz ever was, and by the end, she seems like she'll be way less slutty. So really, she doesn't have an edge either way. She's fine as a side character, but that's about it.
