I scanned it with Bitdefender, both zipped and unzipped, and it didn't find anything even remotely suspicious. I even submitted the file to VirusTotal and the only service that found anything was Jiangmin, which tends to show false positives. None of the big players (like Avast, ESET, Bitdefender, Kaspersky) found anything.

Downloaded this, and tried to unzip, windows defender flagged this with a Trojan virus: Trojan:Script/Wacatac.B!ml
So, is there a good amount of new content in this new version? I love this game but sometimes it's better to wait for some versions before going back to it

No, story wise this update and the next, 0.17, are short one, they are mostly here to add new systems and laying groundwork for later. If you can wait for late april early june you might as well wait for 0.18So, is there a good amount of new content in this new version? I love this game but sometimes it's better to wait for some versions before going back to it

Kinda disappointing if it really is June, probably the best game of its type so hoping dev can keep the interest going

are older saves working now? had an old save that broke when v13 came out. Does saves persist between versions now?

any save earlier than 13.4 are broken in the new system, if you got one from there you NEED to reset the phone and redo from scratch. Those old save files are not compatible with newer version and create game breaking bugs because the save system was changed between those two version.
Save from 13.4 onward are stable and cross version.
