That might be it. My high will netorare is still in the end of 0.19 or 0.20 save since in 0.21 I believe there wasn't variations for high will/low will
Let me explain before I provide the answer (and it is for those who hasn't unlock them and for those who unlocked them but don't have an idea how):
I was trying every patterns I can find as well as other suggestions from previous pages of this thread, but none of them works. Until just today for some reason I spent too much time staring at the LizApp. I see the previous Lust and Willpower meters where they became (????????) and eventually became Addiction and Corruption. And then it hit me....... I thought 'What if I try maintaining them as Lust and Willpower?"
So I went back to my old save for NTR high will on the shopping with sam scenes. This save already have the initial high will choices (get angry at the club and refuse sex) but instead of continuing the high will choices, I chose the NTRS choices moving forward.
Before boarding the train, I made a save where I can decide if Liz will wear a lewd outfit or not. And there, the lewd outfit choice unlocked the L371. Made another save then went back to the first save to refuse the lewd outfit, and that unlocked L375.
In other words, must have Willpower at least 1% to unlock L371 and L375
Yeah, I previously thought NTR-NTRS only reflects low will for the NTRS choices. So now I have another save dedicated for Highwill NTRS.
Oh, since you didn't pursue high will in 0.21, might as well do it because maintaining high will means you keep refusing sex with Liz for as long as there is an existing choice to refuse. The beginning part of 0.21 where Liz invites you to come over, you can refuse this to affect high will. Because of this, the 1st comic will not appear as it is irrelevant to the choice. After that, there is another sleep over suggestion you can refuse but Liz will no longer accept the refusal, eventually leads to the 2nd comic having sex with Liz.
As for NTRS with high will, I suggest you go back as far as in the shopping scene where the choices are for Liz to go with MC, or she go with Sam. If you can't go back to that scene, you can do the university presentation where Liz will ask MC for pointers.

No you can't. Many of the dialogues and images heavily depend on previous choices, paths and stats of Lizz. Some games have choice pickers to deal with chapter jumps, but honestly, jumping into 0.22 would have a LOT of them.
The issue is there though - the game is super lenghty by now for what it is and playing another path takes relatively long.
