It is. It's a remake of kishi fanbox game but the dev is more focused on releasing drawings on his ci-en, game is just a side project. As for the mentioned scene it's not in the game.
It's from the Spring for Uta dev. That game had a horrible initial MTL English translation, though I heard the dev changed it to make it way less horrible, but I never found anyone who uploaded said new version, not even in that thread.

A lot of games mechanically and narratively manage to do it. It's just both fanbases fucking hate each other for some reason and start a civil war about which one is getting special treatment, even if the content split is right down the middle.
It's basically impossibly to create a game with both and make people happy. Because even if a game focuses on one it'll still be badgered with "it's trying to appeal to the nts or ntr crowd" if it doesn't meet whatever hyper specific flavor of nts/ntr some people have. Dealing with that shit from both sides is even worse.
