Because it can't be released otherwise. No release means no money. No money means, well, that depends on how dependent the developer is on that money. It could be the difference between being able to pay their expenses or not.

Its simple, it's a law in Japan that H things have to be censored ...I am sure if you look at Japanese real life porn you will see it's also censored and if you read a little you will not ask those questions !!!
Conclusion don't expect a Japanese game that it's not censored, unless they change there law.
