You need to have a level 2 adventurer rank. get 30 fame by completing missions and go to the guild to upgrade your rank. this pretty much unlocks all of the content of the mv versions

You need to abandon (revert) the quest and go into the low traffic street in one of the back alley ways. Then you can speak to the guy and the quest will be added back. You can then proceed to the slums.
I don't think I've asked this before, but is the dev fluent in English? Or does he have someone to translate it for him?
