Does MV Build 5 have all the content of VX ACE v0.50?

No. MV5 and probably future MV version will probably not have the complete content, as Tech is still slowly porting the VX version to MV piece by piece. MV is also super duper buggy and broken. If your goal is to play and experience the current content the game has then play the VX version as its currently the up to date in terms of content. If you want to see a sneak peek of the higher resolution version of the CG art then try MV.

If the developer is transferring the content to the MV in a logical and story-oriented order, then I will play the MV and i will advance the game in the order of the updates that are going to be released

But if the developer is transferring different and scattered parts to the MV without a logical and story-oriented order, so MV should not be played for now, I will play the VX

I guess 1-2 months from now for the the game to be fully ported

And we (theoretically) receive 24 updates in one year, so 3-5 years until the final version

Hopefully there is no additional content later

The MV build has no main history and a lot of the scenes can just be seen once, so a full save for it would just gatekeep you from the content that it has.

If youre talking about the VX ACE, I still have my save for the 0.50a version, which I think it is either completed or close to it
