From my point of view with all the constant comments about him making excuses, He hasn't even been providing the actual content. Of course, that's just from what I've seen in the majority of the comments and the separate thread for the Chinese version.

In what way doesn't it work?

If you just can't see it when you try to load, save a game to the same slot number, then copy the downloaded save over that dummy save, start the game, and you should be able to see it.
