As far as legality goes "clearly prepubescent" simply doesn't get a pass in most countries, so it's not allowed here as a result too.
The reason Rule 7 is worded like that, is because there's little-to-no practical difference between a character that's meant to be a "teenager" and a character that's meant to be an "adult" (even in real life, since quite a lot of "adults" are so stupid they should still be treated as kids, but I digress), especially if no ages are given and art style isn't even realistic to begin with.

Nothing wrong with having a problem with something like this.
However it isn't illegal, at least not in most countries in the world since most countries can tell the difference between a set of pixels and a real child. For example:
In my country it is illegal to possess/create/participate in the creation of ** or to have unwholesome relationships with minors (age of consent is 16 here.) However it is not illegal to posses/create/participate in the creation of loli hentai due to the fact that hentai is fictional and nobody is confusing fiction with reality when it comes to lawmaking. Simply put: The government has bigger fish to fry, actual ** rings and pedos to catch than some dudes waxing it off to 2D drawings. We're not Australia, we're focusing on actual criminals who harm real children.
Morality on the other hand? This is a porn game forum where a good number of the games feature rape, bestiality and gore. Morality went out the window for us ages ago lol

Save data is in the game folder. e.g. ...\Object Control\ObjectControl_Data\
