You MUST have one of Gon's aphrodisiacs, and you need to use it to punish him.
Once that's done, progress Futoshi's storyline, focusing ONLY on him.
If you get to the point where you catch him pleasuring himself, treat him gently.
After which, you'll soon get the "Impressive Reunion" memory or "感動の再会".
