all of them are given to you by Tinker when you wake up after some main quests. But they must be activated via computer with patreon code

I must have missed them starting then because iv'e completed every other quest and have used every patreon code, so i have no idea what to do

i think you can only mess up 3rd(dunno about 4rth), all other can be started at any point it game next morning after you enter code and completed enough of main quests. and 3rd must be completed DURING "Wishing Well" quest

you have to go into Emee's inventory and buy it, i had the same issue.
