You know, there was a Chekhov's work where he argued how everything appearing on the scene must have a reason, a meaning. Otherwise it shouldnt be there at all. Probably The Seagull, if i remember right. Now i'm not Chekhov, but i have a theory of mine where if there's an hot female character appearing in an ero-game then she must have some ero content, even if little. Otherwise i feel the game would fail its original intent, it would betray itself.
I get what you're saying, but that's extremely limiting to creators to have to lewd EVERYONE in the game. Most VNs have plenty of side characters that don't get scenes simply because the story doesn't call for it.
My theory mostly applies to nukige, ero games with a focus on the narrative are another thing. Let's say you're playing a Rance game: if there's an hot lady you expect to lay her, or at least to see something perverted about. Meanwhile in your average moege you know that the ero is subordinated to romance, and thus linked to the heroines.
