You got the gist of it. The complete only refers to the latest chapter. Also, a chapter is split in prologue, actual chapter (and even that can be split) and epilogue.

I've been off grid for a while. Do we know how long Eva Kiss is planning to take this? I had thought the game was complete so I stopped keeping up.

It was for an undetermined amount of time, but at least long enough for her to save up a bit of cash, and reduce her cost of living. Lena and Louise could discuss a couple of different ways that she could afford to keep living with Lena and Stan. And I don't know how their friendship circle or lease works, but dipping out for two months of rent is generally a bitch move as Lena and Stan will have to cover her missing third of rent. Tangentially related, but it's interesting that Ian generally has the much more enviable living situation between the two MC's, and really everyone except Cherry, Ivy, and Axel, but he is more determined to live on his own than Lena is.
Yes, in GGGB you can have sex with both Eva and Jessica. It requires Jess to still be bad and have a decent relationship with Ash, Ash to have dommed Eva, and Ash to have suggested a threesome with another woman to Eva.

Or just gradually fizzle her out of the game if neither Ian (the text scene makes less and less sense the more I think about it) nor Lena show any interest in her. Especially if her friendship with Lena is at 0.

Considering the fact Eva's planning to roll out 13.2 update by the end of this month, I'd say probably next weekend or maybe even this weekend.

I copied all the game save files (incl the JDMod save folder) from my old laptop to the new one. But the saves are not showing.

Open your main disc (C for example), open Users folder and find the right User which have AppData folder (this is a hidden folder, you might need to go into folder options and check the option to show hidden folders), and then in that AppData folder you need Roaming folder which then have Renpy folder (this is where your saves are).
When you get fresh game on new device just open game and creat any random save to create the folder above, then copy and replace if need your old saves.
Louise doesn't seem to be too concerned about expecting Stan to fork out extra for the rent rise. So I'm guessing she's thinking about herself primarily, and not considering how her leaving for 1-2 months might impact Lena and Stan?. Her attitude to the rent rise is very immature. Alright, the rent rise might be unfair. But expecting the others (and Stan in particular) to pay her share, is just incredibly childish.
It makes me wonder whether Lena and Stan, will eventually force Louise to leave, and offer her room to Holly? She would make a much better flatmate, being on good terms with both Lena and Stan. And I'm guessing she could easily afford the rent.

Regarding moving out, it depends on if it will be a part of the game, or just told in the epilogue. If the game starts to wrap everything up, it wouldn't make much sense to to have all the possible moving ins and -outs, just for the game to end one or two chapters later. If however the game has a lenghty second or third act elaborating on Ian and Lena and how they deal on their new various career paths, then they will be included, just like Ahsleys different options in GGGB.
Ian can be thrown out if he is on bad terms with Perry, especially if he and Cindy are found out. Possible even if he gets together with Emma, Perry may be petty enough. In the Cindy case, Wade could even move in, he and Ian could just switching places.
Else, Ian is likely tired of Perry and moves in with whoever will be his girlfriend, who is also moving out and looking for a place: Lena, Holly, Alison, Emma, Cherry, Jessica, Louise. Cindy may be satisfied with her place and Minerva likely stays, since she still has a husband and son (pretty sick if Ian moves to her).
Loser Ian may just stay with Perry.
The Lena Stan Louise flat is at the knifes edge, all three have issues with each other and two of them suffer under the rent. The girls could abandon Stan who just stays and gets whoever as new roommates. Lena moves to one of her million boyfriends, Louise leaves if neither Ian or Lena paid attention to her. If Stan is bullied by them, he may leave or have a breakdown and get himself arrested or killed, so one space is open, an option could be Holly.

If Lena is working with Seymour it makes no sense to keep living with roommates,if the old man is "kind" enough to pay for the mom threatment he can easily pay or help Lena to pay a new place.

Gicoo I think bare minimum, Ian is going to have a move out choice because that has been set up going back several chapters now, which Lena's potential move out was just sprung on us. I think Ian moving out and having his own place also plays well into his romance options with Cindy, Allison, Holly, Lena, and the throuple.
If I were Lena I would be looking to move out as soon as humanly possibly, but naratively she doesn't really have anywhere to go unless it's with Ian or she is Seymour's muse and can afford luxury.
