It is true, but if you read their dialogues on several occasions it is evident that Axel/Gillian still have influence on them because of their memories, especially Lena, that her body does not forget the things that Axel did to her and that is why she enjoys sex more when she is dominated. by Ian or another man like Seymour, it will take time for her body to also forget that sensation since for her it must be like a drug that makes her feel very good

Thats the highest score for the relationship going by code. The implication is that Cindy is forced to think about the relationship and not taking it for granted. Which is usually good if you plan to be with one long term.

You are laser focused on Ian getting cucked by Axel. It is a scenario that can happen in one way or another, since why else bring back the toxic scary ex, its a staple in porn and hentai. It's not the scene renders that make development time increase between chapters. It's the variables in the narratives you have to tie together at some point. Baldur's Gate 3 is a great example. They kept adding so many choices and variables to the point they were running out of time and extending their planned release windows when working on Act 3. You either cut planned content to not delay releases or keep delaying it to include as much of the planned content as possible without causing a riot from the fans. Larian did the former and released it knowing their core fanbase was used to them releasing their game "kinda complete" and then make the game content complete over post-release updates. I have observed some eroge devs do the same by adding quests and scenes post-"full release" via content updates. But that also means some of these "bonus" content might not be fully incorporated into the core narrative and might act as side romps that are skippable. Even Eva does this sometimes, though usually between "alpha" and "final" builds of each chapter instead.
