Roll back a little bit and type in the console:
gillian_stop = True
then proceed, it should unlock the option.

Ian should get over Gillian.Choose "stop looking at her picture" in chapter two,choose "wake up" in chapter ten(maybe in chapter 9,I dont remember) when Ian had a dream of Gillian,using one Will point ,choose "I have made my peace" in chapter ten (maybe in chapter 9),another chance in chapter 12.3 the night Lena came to the summer house.

Consistently encouraged and slut Holly both wear the pink top and they can get a gift too. In the case of slut Holly this will probably happen in the future, but encouraged Holly can get the necklace already.
I just ask because going by the discussion I pegged you favouring the wild girls! so it is a bit unusual to see this.
