Well, there's a couple that I am thinking might not go into "formal relationship"

Emma, unless she's with Perry. She seems quite casual, willing to have a go at Jeremy even. Unless you steer her at Perry think she might at most be a "sex friend" to Ian and Lena.
Ivy also seems set in her ways currently, and the only sexual encounter between her and a MC takes place during a spontaneous threesome.
Robert. It seems the story is pretty set on the idea that he never progresses beyond the sex scenes.
Jeremy. I think just the nature of his and Lena's relationship lends itself to only ever being casual.

I think Cindy could have variable paths. Something romantic with Ian in one, something more casual in another, maybe a full "corruption" type path too if she gets with both Ian and/or Axel.
Alison could perhaps also become a casual dalliance. It's clear she wants more with Ian but perhaps she will settle for something casual.

I also think it's completely possible that Holly could become a more casual partner on her change path, perhaps to both Lena and Ian too, but we have yet to see where that leads.

We also don't yet know where the sub Louise thing is going to go. Perhaps Lena will keep her around forever or the story will eventually force us to choose something with her.

It depends what you mean by 'passive', but I wouldn't say Ian is passive at all, unless the player chooses to make him act that way or doesn't have the lust points for additional actions. There are a number of scenes (Minerva, Allison, Lena, and if I recall correctly Emma and Holly) where Ian actually dominates and even gets a bit rough. I'm pretty sure this will just be built upon as the story progresses, and for players who choose to play a more sexually dominant Ian.
That being said, I wouldn't mind if they made it so Ian could have the same opportunities for same-sex loving as Lena has, but that obviously will never happen.
