Are you loading old save or something? Perhaps it's saved past the point where the update picks up and so you don't get to see any of it. Try an earlier save if you have one.
13.1 ended with Seymour scene, iirc. 13.2 extended Lena's side for another few days of her story, and 13.3 added Ian's side.

Yeah, the 13.3 currently ends on Ian's side of things, while Lena had departed with Ivy for photo session for Billy. Presumably that will be covered in update 14.
