Basically yes, cuck will be mostly (if not exclusively) Ian/Lena, probably because since you can control Lena you can chose to have her cheat while other characters are somewhat out of your control and it wouldn't really make sense for them to cheat (like nerd Holly dating Ian is very unlikely to cheat, and idk about Cindy I haven't tried her route).
For te pause part, it's not exactly that but rather Eva focus first on what is popular through the poll. She doesn't add/remove stuff, she priorize what is demanded.
