I think you might be confused on the kiss option. The option to kiss Holly is just one of many options to build up that Lena Holly relationship counter. No matter what that kiss gets interrupted and a later kiss option as well.
I'm not sure what you meant by it doesn't work. Whether you meant you didn't like the outcome or you keep failing to open the relationship. If you meant the latter you have to not let Ivy tell Lena about your entanglement with Cindy if you have one. If you accuse Lena of cheating when she knows of Cindy, she accuses Ian of cheating too and Ian automatically breaks up with her.
