I think it is way too early to end the game, even in the next few updates.
My speculation is that the main story is yet to fully reveal itself and will involve Ward's takeover of the city. Replaying the game from the beginning, I found that there are a lot of references to the city's poor economy and Emma's political activism. Not to mention that homeless man who has a connection to Seymour (former business partner?). It is all leading towards a payoff.
Even if Lena is not on Seymour's route, doesn't Seymour show up anyways to have his confrontation with Emma? There is also the coffee shop closing and corrupt magazine industry that are plot-points in Ian and Lena's personal lives.
The Lena/Seymour content in this latest update also showcases Seymour's power as he shuts down all job opportunities for Lena. I find the possibility of Minerva and Stan acting as allies against Seymour to be really interesting.
