No. For now Bimbo Alison is requiring Ian to wear a condom. Unless Ian isn't her main fuckbuddy and is trying to babytrap him. On your route she will always make Ian wear a condom. I'd say wait for the next major update after the beach, maybe then EK will progress Alison content.

Yes it's definetly the threesome. There isn't a defined bimbo route, just how Ian reacts to the look change calling her a bimbo and how lustful she is on the fuckbuddy route. So yes, you can have a love route with blonde hair if you have the threesome.
