Bug fixes it seems. Glancing through the image folder I don't notice any new content, so I guess you'd have to play through the beach update and the Seymour content to see if there's been any narrative modifications in preparation for next release.
Polish.
Generally Alphas will have programming errors, bad grammar, spelling errors, etc. Beta should be largely error free, but there may be the odd error for events which are rarer, most of the spelling and grammar should be sorted out. Final should be perfect, but may have the odd word or two misspelled here and there.

ORS Chapter 12.3 FULL was released September 11th -- but added nothing but bug fixes to 12.3 BETA (which was released July 31th). So: 3 months?

The 12.3 FULL added the epilogue and bug fixes to the previous beta. The release cycle for new updates only begins after the FULL has been released because before that work is not being done on those new updates but on bug fixes for the previous update.
Saying updates took too long between the beta and FULL for chapter 12.3 would be a totally different complaint than saying the chapter 13.1 update took too long to release. The former probably being true.

In theory, but in practice sometimes new scenes are added in the final version and some others are edited, that can lead to new bugs
