You know, at the start I used to think Cindy is one of those "popular in high school, bombshell, out of everyone's league" kinds of girls, like Ivy and Jess. I'm relatively sure that Cindy's character is a satire, and sort of a joke on the player. Her character is "blonde." She's basically an empty vessel. She even has a "Live Laugh Love" poster in her room to make it extra obvious.

Not that she is as wild as Ivy or Jess, but that wasn't suggested, either. She was introduced as the hot taken girlfriend, just a bit opinionated and spoiled.
There are some hints that she is a bit naive and easygoing, but she is too sharp, stubborn, observant, emphatic (if she chooses to be) to pass as the stereotypical brainless airhead blonde.
