I'm sure I ain't played every path the game offers but it seems to be all the way throughout to get Ian's attention. At each and every point of the story, dialogue hints at Alison doing stuff to get Ian or at least a reaction out of him.

So while it's weird to say it, Ian is bimboing her by proxy even when he doesn't fuck her.
Kinda similar to Holly who goes corrupt path because she thinks he likes slutty girls but that one's more complex since she's into Lena as well.

Which is why I recommended her get some therapy. Imagine remaking yourself for the chance to get with a guy. It's on the pathetic side of things.
