I don't believe there's any need for this. Holly who didn't form a close relationship with either of the protagonists develops one with a guy who spends time with her at work, compliments her, asks her out and hits on her. There's nothing unusual about Holly responding to it positively, even if she didn't start randomly hooking up before. Just like she doesn't need to hook up before to respond to Ian's and/or Lena's attention.
