Well, I theorise that this change happened because of Steam. That company has some really weird ideas and rules when it comes to selling games with adult content on their site. As I said, Steam or better some of the money-givers have strange ideas about adult content and what is to be considered as such. The way I see it, Billy's character is basically Billy McFarland, the fuckface behind the Fyre Festival scam. I'm not saying a black person couldn't pull off a scam like this, but traditionally, we associate these types of financial fraudsters with white people.
