Victoria explicitly states about Chuck: "I've met him a few times, at school and at--" (Grace cuts her off)
This is not a way someone talks about family friend they've been meeting at thanksgiving dinners and other family gatherings for decade and more.
Family friend was ironic. It was meant to show that there's a connection between Chuck and Victoria through Ian and Edwin.
Now picture this:
Chuck learns from Ian that his best (and only) friend Edwin has gotten into trouble with the police multiple times in a short period of time. (assaulting bullies + backstory choice) Probably facing expulsion from school, too.
You've met Edwin's mother and she's a hot piece of ass. You don't want Ian to end up alone at school, but Victoria doesn't need to know that.
She only needs to know you have friends in high places within the local police departement and school board.
You can make Edwin's problems go away, but you want something in return. Maybe a couple of movies.
