It's been a while since I've played this game last so I might be wrong but if you are still having trouble getting new scenes then try progressing the main story or letting their nanomachine infection (or whatever it was called) get higher.

I wish the V.I.B got more use.
It's a fun idea, but it's barely implemented into the gameplay at all.
Then again, the spy-missions gameplay at all is kinda underbaked.
