I've done everything on that list and I think I saw Clover once, however the mission to actually rescue her doesn't come up, literally the only thing I can do is make Sam work. Sending Sam to the school just makes her run the mission and finish, Clover doesn't spawn. I'm on day 82 btw.

all my girls got that "flirty" stat since v0.10.0.3 but I cannot trigger nanobot sex act. I guess the bug still exists. i hope the creator fix this once and for all in next update or i wont give a fuck to this anymore. 3 versions and stuck at same shit, really annoying
Probably try to reset and try a new playthrough, or take my save, I think my save is bugless for now.

downloaded your save file, put in "saves" folder, launched the game, can't find it
EDIT: nevermind, loaded it, turned out yours started at the mission I have already done. useless. what i want is the mission that after the party mission, the landgrab, outsider first lieutanant capture, talk in the prison, new pic in the album, after all those, not this stupid save
AGAIN for those with dyslexia: I am STUCK (v0.10.1.0) with the mission that suppose to grab Sam's note and an eroge at the mall to unlock sex as nanobot control act (number 4), not the party mission, not the talk to prisoner. I got the girls at FLIRTY stat and nothing happened after all those shit. stop replying just to show off how lucky you are because yours didn't have a bug or anything. need a medal for that?

My save has every scene unlocked, it just hasn't done that mission yet.

I have a question "foreplay" is the maximum level you can achieve in the latest version or can you still go further and unlock more scenes with the spies apart from those?

Checked the save file you've included with your post.
1. Wait for the next landgrab.
2. Send agents to fight Drift Punk to unlock Carla Wong.
3. Plan a mission and capture her at Punk Web.
4. Talk to her in the prison at your base.
5. The quest "Let's have sex already" has now been unlocked. Follow this questline and do the objectives. At the end sex scenes are unlocked.

I have arrived at the landgrab and it does not allow me to send agents to the drift punk area (I get not yet in)
Although I have already castrated and talked to Carla Wong, the "lets have sex ..." quest is not unlocked. Bni is activated or anything.

The quest gets unlocked when you have the first luitenant of each gang captured and unlocked the Foreplay option.
Sounds like a bug in that case. Thanks for reporting, I'll make sure it's fixed in the next update.
For now try this:
1. Save your game in a new slot.
2. Open the developer console with Shift+O
3. Type in:
jump task13
4. Press enter. It should take you to the quest.
If that doesn't work, then I can only suggest waiting for the next update, which is in two weeks.
Positive side is that the next update will have the next animation for Clover in aswell.
It seems the "Let's have sex already" quest won't unlock if I start the quest to unlock the dildos.
I wonder that myself. I clicked and the quest doesnt come up on the quest list!
I think it might be the case because I played the game avoiding to start that quest and I had the Sex mission appear, contrary to starting the dildo quest and not finding the sex mission.
