Here's my Locallow appdata files. I assume this should give you what you want. All scenes unlocked with more than enough money. Not that you need it anymore.
For those unaware how to use it,
Open windows explorer, empty the file path on the top and type "%appdata%" without the quotes and click enter. This should take you to the "Roaming" file in Appdata. Just go back one, enter "Locallow", find the "Horny Doge" folder and extract there.

Does the 1.0 mean this is actually the complete game and they only might add some extra content or is the 1.0 just a number and there's still missing content you'd expect?

Really thought the game would need another year/years(Future Fragment LOL) to finish.
