So... how's the game?
It´s a grindfest  be it for leveling, creating cash and/or gathering materials for crafting
More than four hours into the game ... no H-scenes ... they appear in the gallery but not in-game
A significant part of the game is untranslated ... or botched and spiced with poetry (n)

For me ... not worth the time and effort ... I´ll ditch and delete the game

To be honest, at this point in time, it's surprising that there's still demand and use for games with flat, non-animated HCGs of any kind. With current tools, it's much easier to take that small leap and at least somewhat justify the size of some projects...
But of course, starting from a dev's own premise, because, my goodness, what's coming out of that "page" lately is all flat, lifeless plastic, everything the same, everything absurdly exaggerated.
And while they're not far off, only a few of the projects that are in "versions or parts" because they're "large" really stand out.

Anyway... regarding the game, it's a jumble of letters. The translation needs polishing, and the "heavy" content, from what I've seen, is skippable, although it's not that big of a deal. It's the "current" standard for products that include that type of content.
Your frustration for lack of quality/improvement is valid. The best to do is actually to just look out for good quality game, and skip over the game you think is poor in quality and not worth the time.

There are numerous reasons as to why a game still uses flat, non-animated cgs.

First reason is that be it as GIF or Live2d,it simply take more time, skill, and effort to make them. You will need to make the animation smooth too. Alongside, you need the required programming skills to control it, in whichever game engine it is. The cost simply increases with every complexity. Whether the developer is up to tasks or not will depend on their skill, team size, and commitment. It is not just a small leap.

Second reason is that adding animation is not always an "upgrade". Some people(user and developer) do not prefer animated cg. Some prefer to only make animated cg only when it looks good, and prefer not to release junky mess. Using animation wrongly will only show the roughness of a product.

Third reason it could be a matter of "style". We have seen doujin that is erotic, we have seen CG/image set that is vivid and interesting. Even pure text, storybook can be interesting and with "life".
An example is Pokemon. 2D sprite pokemon games is still the love of many fans, and when Pokemon moved to 3D era, a lot of the model looks bland and soulless. 2D art, whether animated or not, can still be embedded with life. The main problem is whether the game and the player can establish trust and engagement, which let the imagination and heart of the player to bloom.

The game is too bad to continue playing. Not only the untranslated parts, I encountered a major bug. If you beam back to your room in the second part of the mine, the minecart is gone, and that's it.
