First of all, thanks for reporting the problem!
I have it as well when I download the exe, but it kinda resolves itself after a little while. I suspect the root of the problem is in how RPG Maker loads/preloads sounds, which unfortunately we don't have as much control over as we'd like to have.
(One more reason to switch to Unity
).
So my suggestions for solutions are
a) Wait about 40-50 seconds until the sounds correct themselves
b) Pressing F5 also helps with these kinds of problems sometimes
