Buy Spices & Vegetables...second town, if I recall from reading code.
Night Vision Goggles are obtained from the Barkeep in the second town *at the pier*.
You can enable cheats and buy them from cheat shop.
Otherwise you should start a new game.
This issue will be fixed in build 12 scheduled for july.

1) You can buy them in the Herbalist shop and the shop with woman on the right of the herbalist. If you don't see them in the store you have to start new game, old saves don't work in this version.
2) I don't think there is a content for the night vision goggles in this version.
there are only 3 parts, combine them in your inventory (craft)Treasure map ... where to find fourth part of the map ?

do i have to play from the start again?i can't use old saves.is there any save that i can download
That's all mined in boarding vessels. U need to complete "meet governor" and few another quests governor to open "unregulated waters", then u can take task of boarding (buy a rumor from a merchant or take it for free in Chaki in a tavern).
the easiest way to earn money is fishing and arm wrestling. there is no place to spend a lot of money
