It's made in the RPGM engine but it's got action gameplay.
It's pretty impressive to be honest, it even has beat 'em up combos and item throwing.

If you can code, RPGM actually can be almost anything you want. I've played ones where the battle system are pretty much poor man's Tales of.

Just play the Game a bit. You don't have all of them at start. You get the controles as the story goes on. All of them are also described from the NPCs in conversations and short tutorials...
