It's a bug, because the creator has already changed that option and now it's a "date" with access to other sites.
beginner question: how to contact agency to hire models? i need female models, job center only for staff, strangely no freelancers
The tutorial should go over how to hire models. I strongly recommend following that.
In case you just missed it: You can find NPCs in most locations, talk to them and try to convince them to work for you. Hookers in the Street or strippers in the strip club are easiest to convince (but also low quality).
i disabled tutorial in options, because most of time tutorial not needed, how to move, how to jump
and maybe you misunderstood me, i need to contact model AGENCY, not random people on street

On weekends at the hotel, during the first 2 weeks of the month, they do cosplay. If you "defeat" them based on their questions or the minigame, you will have sex and they will give you their cosplay.
