Depends on your definition of "best place". Nightclub often has girls in the 2.7 - 3 range, so it's good if you quickly need a girl with a high level for a workorder.
College is good if you need teens. MILFs in the caféteria.
Alley and strip club have cheap models.
Not sure what the specializations of other locations are.
Well I mean late game and I only want the best. where would I go if not just spamming parties. I am not sure what determines level(s) but the best I can find seems to be 3.7

Hi, guys. When I open the game, it immediately closes. I suspect that to fix this you need to run it in compatibility mode with OpenGL, but all my attempts were unsuccessful, so if someone solved this problem, you can tell me what needs to be done.

mbmb Suggestion: Make it so you can only change your staff Salary once a month. Make it so their happiness from Salary can only change at the start of the Month (this prevents them from going into negative happiness as they become more skilled).
Currently the most efficient way of playing is raising everyone's salary to the max, to get their happiness filled and then lower it to 100 before the month changes.
