During the "New Game" setup, in the "Difficulty" tab, scroll down a bit, there's a checkbox for "Starting Model". It's below "Grind Mode" and above "SPAWNING SETTINGS".

Happy to help! Or not, I guess, lol. In the mod tools, it should say a folder structure for your character files. On Windows it's "%APPDATA%\Godot\app_userdata\Porn Empire\mods\characters". If these folders don't exist, create them. Put the generated .pechar file in there. That's the only thing I can think of that's missing.
You need a studio, if you don't already have one. There you have a button labeled "Production", where you first choose the type of scene, then the participating actors.

Is this intentional (would be weird)? Here's to hoping it is just a UI issue that'll be fixed soon. (makes sense, since the retirement gauge on the ottehr side is missing, which might mess up the scroll bar in the salary window)
I'd guess that the UI will be fixed in a stable release. The dev releases are likely only intended for testing specific stuff and getting sneak peeks on new features, not for actually playing the game.
