The sexual offenders registration can come from a big number of things, that are not related to blood relations, that why I was wondering.

Is the reason there is at least one country I know of, where "incest" is stricly only for blood relations (other crimes can apply if there is a legal tutor/adopted father or mother relation), but that included (and AFAIK still includes) up to first degree cousins, which instead the UK law from 1956 I quoted conveniently ;-) excluded.
OW OW OW OW...Not really a mess and easy to understand as you just explained it. Some states have it where if you are close enough in age you can have sex. I assume this was to stop people who are seventeen from banging people who are twelve, but as always some idiot can interpret it differently. As for marriage, that always requires court emancipation or parental approval. It is only a thing in some states though. Eighteen isn't even the age of consent throughout most of the country, if I recall, just the federal age and states like CA and NY. However, you can't cross statelines to sex someone under 18. It's all just things devised because one person "took advantage" of "holes". Only issue is if you believe that the whole country is the same as the two states I mentioned.
