So the plot device here can't be all that bad if it is used in regular shows. My opinion, of course. I agree that we do not want an all consuming adversary and I dislike the character a LOT, but that is the point of asshole characters.

Come on now. Don't make that argument, it sucks. I hope I don't have to explain why.
I agree that asshole characters have a place. I agree that this asshole character behaves like an asshole, just as he is supposed to. What I do not agree with is that this was the best way to introduce this asshole character. What this guy does is frankly aberrant behavior for
anyone. It is downright
weird for somebody to screech in front of a neighbor's car backing out of their own driveway just to berate said neighbor about their house guests, especially if those house guests have not caused any kind of neighborhood problem. This is the sort of thing homeless people do to try to pressure people for money (just not with a car). And all that's not even mentioning his extraordinary abuse of power which could easily get him reported for harassment. The whole ordeal is strange, and moreover this is the first time we ever even heard of this guy. It is not a good character introduction, even for an asshole.
Basically, assholes have a logic to them just like anyone else, even if the logic is "fuck people, they all suck". This person behaves illogically. Without having prior knowledge of this man's vendetta against us - which should have been his introduction - he is dumped in our lap like a steaming turd. Yeah, we hate him like we're supposed to, but the takeaway from that encounter is "Dafuq? Why did that happen?" not "Dafuq! I can't wait for that asshole to get what's coming to him!" And sure, hating people who have money when you don't comes easy, but a) they live in the same neighborhood, so the cop can't be that poorly off, and b) no rational human being pulls shit like this unprovoked. What provoked this? The guy he hates got house guests? ...SO? If one of the girls did something that messed with his lawn, or stayed up late being too loud, and this guy pulled a stunt like this, okay. He's still an asshole, the MC still doesn't know why, everything plays out almost the same, BUT there's a clear cause-and-effect rather than the author hitting us with an astonishingly odd scene that blows suspension of disbelief.
tl;dr: This is a bad character introduction, even if we are supposed to hate this guy. It's a "slap in the face" character that comes out of nowhere, which does make the player hate him but doesn't give the character any depth. "I hate rich people" is not enough of a motivation to perform such outlandish behavior, especially for the first time (since we know the MC is as confused about what is happening as we are). It's not that there can't be an asshole neighbor, it's that this scene is jarring and weird as it is presently written.
