Like many others have pointed out, the artstyle is inconsistent, but the quality is decent, even gets better as you get to the latest parts of the game. For now, the rest of the art does its job, but it shoulld get tweaked and reworked when the game is finished or nearly there.
As for whether it's a good game about being a dragon and ravaging, yeah, it is. You get to make yourself stronger through the RPG(-ish?) mechanics and get many opportunities to flex the gigachad dragon aura. Though there isn't much actual wealth to take, you are able to gain armies, a harem, and make a few offspring. There's also some important lore behind being a dragon beyond just being a big bad evil monster.
It's a good visual novel too, well, for someone who doesn't play visual novels that often. The atmosphere is right, and the writing is satisfying. Your choices in the story do affect the outcomes, and your skills and resources, for starters, and you can choose the way you want to approach a situation most of the time. It's fun to interact with most of the characters, they change, interact with each other sometimes, and you can drastically alter some of their fates. I'm pleasantly surprised by how well you can treat them for a game about ravaging though. I don't think all the characters are well-written and stand out by themselves (while there are those that are) but none of them negatively impact my experience by being annoying or anything. Except you Darja, you're cringe. If you really didn't like one, you can just eat them i guess.
