I went fishing at the start of the game as soon as I could, and got the note within 5 minutes. I think it has nothing to do with upgrades or story flags.

Can be all of them really, a certain % to get it any time with increased chance per upgrade as well as a 100% chance if you reached certain point in the story, just to not let the player without access to it, since at that point you might have already all the reports ready to be read.

I can't for the life of me figure out how to unlock the beach. it also seems like a lot of the events aren't triggering for me no mstter what i do

Fishing is the best money strat. double clicking really fast on the OK button when fishing earns 2x money

I think it's connected to the affection and day count. Some events even if the stats fit just won't happen right away, like the movie night scene or morning cooking memory scene just happens after a certain amount of days anyway.
