It gets worse, from what I've read (I don't actually play the game, just read an explanation on the GFL2 subreddit), they're releasing special packs containing bundles of rolls that let you get the skin for only $100. However, various aspects of her skin like exclusive accessories and animations/interactions are parted out in the gacha, and unlike skin gachas in games like Nikke where pulling to the equivalent of max pity for the skin gets you everything in the loot pool, you only get the equivalent of about half of the total items. You can drop $100 on the skin and not have access to every feature of the skin, and even if you get lucky and pull any accessories/animations early, the game doesn't let you use them unless you pull the actual skin.
Edit: I forgot to mention that the stuff in the gacha pool isn't limited to Klukai's skin. There's stuff in there that can only be used with other skins that is completely unusable if you don't own those characters/skins, so there's the possibility that you pull a bunch of stuff that you don't want and can't use even with Klukai's skin.
