the expanded mod is still in the works, its just stuck at a spot where every time oni makes an update it pretty much resets the progress they have made on it cause its spagetti code from what I have read in the expanded mod discord
you have to get her domination and inhibition stats higher i guess....slowly build them up...work on her like having sex with her and what not and the stats should rise normally...
I already have all her stats maxed out but she's the only refusing to be naked in public when trying to to change her wardrobe
I'm not completely sure but i think thats her default behaviour. As i remember i noticed too that she refused to discuss wardrobe changes in public because it would look bad for her reputation or something along those lines. I don't know if you can actually change her. Maybe change her stuff in private and then have her wear it as an everyday clothing?
Has she already had sex in public? Have you also had her strip as a part of it? I think once you've gotten the "she's become an exhibitionist" line and got "permission" from Xavier then she's willing to change her wardrobe in public.

Or that unfinished version where Mystique is broken. I just direct people to Quarantine Edition (of which you're still hosting) since it's the most complete version of the Expanded Mod series.
Currently, there isn't a mod that covers that wardrobe system and there may not be one for the foreseeable future. Prime doesn't want to mess with the clusterfuck code of the wardrobe system which is why the Prime Mod doesn't have any of Expanded Mod's clothing additions or any new clothing. Hope that answers your question.
Im sad too this mod was great, i love how they played with the poses, i didnt like emma pose at all in onis version. do you have the link for ron chon build? i havent played that version.
