What does "half-dressed" means? Did he add that mechanic that was mentioned time ago about girls being able to have open-closed jackets and that kind of stuff?
I'm guessing here, but I think he's talking about the sex scene option to have the girl move her clothes out of the way rather than completely stripping naked.
