Anyone know why i stuck?

I literally not be able to raise any affection/favorability because they only show one choice everytime i speak to them

It is because i already raise their favorability to limit (2 heart) before this quest appear ?

Edit: second image i try it again in new save and it still stuck , sometimes it show Chinese or the dream choice

- Jinior Sister is the girl grab fan in her hand, you must give her gifts or Interact to fill up next heart then move to next step.
