It's because from the onset of their success (Interact Play VR game) they set themselves to focus on INTERACTIVE 3D games. Interact Play VR get a good reception and that kind of games is very rare in JP at that time, so they focus on that. It's their strength and they knew it very well. But it's not that Illusion doesn't try to do narrative heavy games, they tried it too, but unfortunately the reception isn't good and they stopped doing that, case in point is Des Blood series, A-GA, Happy End Trigger and Secrosphere, all flop. A-GA is the worst, they take a heavy flak for this game because most of the scenes is rendered 3D movie. While the render quality is very good, people are already spoiled by their real-time 3D games at that times and many are disappointed when the game launched. They tried again with Happy End Trigger, and the last one Secrosphere. After that they stopped making heavy narrative game completely and choose to focus on life simulation sandbox game, and their customer are happy with that.
Well obviously i mean narrative that's actually decent. Not to mention it's a real 0 IQ move to not make the scenes interactive when that's you companies shtick. All they had to do was combine their interactive scenes with a decent moege/nukige plotline, and as I said, probably partnering with someone else for the plot would've been the right move. It's like whenever they made a step in the right direction they'd also take a step in the wrong one. And afterwards extract the wrong conclusion that the step in the right direction was actually the mistake.

Well I don't know about how the contract works on hentai game company there, but I think it's very hard to collabs with great writer that work on other companies. Writer on H-game company is really a very valuable assets, second only to main CG /character artists. Unless the writer is freelance/not bind by contract or there's a formal collabs between two company then I think it's very hard to outsource work from famous writer, because most of famous writer already recruited by company and bind by exclusivity contract. Even on doujin circle (not registered as company), when one circle want to get help from other circle's artist, those circle are formally announcing their collabs, not just circle "a" announcing they collabs with artist z (from circle "b") => recent case in point Dragon Blood game collabs. So in the end I think it's all about money and exclusivity.

For Illusion they learned their lesson from A-GA and never attempt to focus on story heavy game anymore. Every game after A-GA is becoming lighter and lighter in story and focused more and more on simulation and interactive 3D .

But even if, hypothetically, Illusion can snatch some famous writer, it would be a titanic undertaking because, as you know already, story heavy hentai games consist of tens of thousand of spoken lines, and unlike 2D games when you just draw a few frames of characters mouth to make it speak (or not even bothered with it, just draw static frame, which is like 90% of VN games out there). In 3D games you HAVE TO animate every words, and change the face expression depends on context of what is said, because if you don't do it then the 3D will become meaningless. And because of that such game will be in development hell for years and years (because at that time 3D game is still in early year, and you have to manually animate everything by hand) and Illusion just can't afford that. That's why even if Illusion can pay some famous writer, they CAN'T pay for the whole time the game in development.

Even TODAY, with so many advancement in 3D tech, including full body mocap and face mocap (and has become very cheap to boot), there's NO story heavy 3D hentai game produced. Why? because even with all those advancement, it's still need a big investment to produce such game. The kind of money that no 3D hentai game company can provide, plain and simple. So yeah, if you want a good story heavy games you still have to look at 2D VN games. It may change in the future, maybe some of those AI might help, but right now it's still just a dream...

I don't think full animating everything would be necessary. Leave the storyline ADV with imagines and the H-scenes interactive 3D.
Anyway. It sure looks like it worked out for them in the end...

Yes, you can. You can control almost every character in the available locations. Select the characters you want and send them to one common location, such as a cafe. And there, start introducing them to each other.
Can't seems to introduce them, there's no option for that. Is there anything I'm missing?

Yeah I can't find it too
The interaction of the characters in this game is confined to the environment they're assigned to, hence the name "Room" Girls. So for example if you put guy A in office and girl B in casino, guy A can flirt and romance any girl in the office, but he can't flirt girl B from casino, even if they're on the same "general environment" like a cafe or restaurant. You can't interact with characters outside of their assigned "room".

You can of course, remove guy A from office and put it in casino, there you can make guy A flirt with girls B. Or vice versa. Or you can make many duplicate of guy A in character maker and assign him to every environment.

It sounds restricting but that's the way Illusion made this game. They want you to "feel" and enjoy the environment these characters lives. That's why they create the environment in great detail, so that you can immerse yourself in every environment you choose. You want to fantasize yourself flirting with a cute OL on their daily work? Then go to the office in the morning. You want to flirt with that sexy aunty that work on the noodle shop? Then go there at evening. Or you feel like to screw with that popular, hard to approach idol offstage? Or you ever want to see how those hikikomori, nerd girls going about on their secluded daily routine? All is up to you.

The limitation is there so you can focus yourself on that intimate moment of your characters on your chosen environment, so this is a conscious game design decision. This game is a departure from the all-free, roaming open world game that Illusion has became famous for. For me myself, it's a refreshing concept that I really appreciate.

The only way to "jailbreak" this game mechanics of course if someone created a mods that allow people from different "rooms" or environment to talk to each other. AFAIK there's nothing yet, CMIIW though....

check my post above, especially the screenshots under the spoiler and see otherwise. I used characters from different rooms and there is no problem with communication between them when they are in the same room.
I played vanilla latest version with all the add-ons and DLC, what version did you install?

Oh I see, ok I think I know what's happened:

As I said earlier there's no way to talk to characters outside of their environment unless someone jailbreak or mods the game. And what do I know, there's a kind modder out there that do exactly that, and there's TWO of them.

Just choose one of it. It's already included in STN better repack of Room Girls but you might check their githubs for update. You have to copy the plugin to your bepinex plugin folder. I only play the vanilla games so didn't know there's a plugins to do that. Fascinating stuff.

Reading from the comment on the github there's a little warning though, there's a chance of freeze or crash if you interact with people outside of their environment in which the interaction doesn't have an opening/mini cut scene because these interaction isn't designed to be happened in the first place. Just be careful.

I don't know if anyone else has had this issue, or if this has already been mentioned, but whenever I tried to extract part 1 (with either 7z or Wrar), I'd get an error along the lines of "unexpected end of archive". After redownloading a half dozen times (cause this error usually indicates an incomplete download), I tried renaming the file from "filename.4SPLIT.7z" to "filename.4SPLIT.7z.001" on a whim, and suddenly, it now extracts without issue.
i really appreciate it, i almost redownload it
