No idea what I'm missing with Oliver, but everything else seem to advance but him. He's at over 100 and the same scene since I started the game.

You can click on the quest list in the sidebar << and check what you need to do to trigger his next quest. Also, you can have more than 100 affection with him so that could be the problem.

If you still have any doubts, just send me a screenshot of your quest list so I can see which part of his story you’re at and help you better.

How can you actually go on dates, I don't see an option to do that. I have done all quest points for Luna and Linda. Not interested in the Oliver and Data stuff, so hopefully it is not locked behind that.
